Support Debian 13 and drop Ubuntu 22.04

Create documentation for OSC/ondemand#5243

Debian and Ubuntu now rely on https://apt.osc.edu/ondemand/DEB-GPG-KEY-ondemand-SHA512 rather than the previous SHA1 key.

For OnDemand and NodeJS the repo line now uses this:

deb [signed-by=/usr/share/keyrings/ondemand-web.gpg] <URL> <CODENAME> main

Kind of format, going to signed-by and using SHA512 key.
