Update rule six to be general prohibitions listicle. Also rename rule zero (#74)
* Update do-not-be-on-fire.rst Remove items to be moved into rule 6 * Update uk-legislation.rst Move in items from rule 0, bit of a rewording. * Update do-not-be-on-fire.rst Rename rule to be more literal. Alternative titles welcome. Hope I've done the subtitle syntax right. Also moved stuff around to try and lead with the most critical stuff. Might just be churn 😅 * Update uk-legislation.rst Fix the list. Add a call to action. * Update uk-legislation.rst Actually change rule 6 name - thought I'd done that already.
