Disabled Monitors in Dummy Config Not Disabling on Stream Start

I followed the instructions and created an .xml file for Dummy and Primary. Upon Sunshine stream ending, the Primary config performs as expected (disabling my virtual display and enabling my physical monitors), but upon Sunshine stream starting, it only enables my virtual display. It does not disable my physical monitors like I set up in the Dummy.xml

Any help would be greatly appreciated!
