Cannot publish a drafted issue

CVE-2025-8396 which is currently drafted on the production instance https://tracker.security.nixos.org/drafts/#suggestion-1332 cannot be published.

The publication fails with the error message: "Error: unable to change status of this suggestion to published"

Looked into it with @Erethon today. The problem is that ~3/4 of all CVEs don't have a title field, and we're not checking for that when creating GitHub issues. I'll do a quick hack to make it work. Next thing on my agenda would be to get a better grasp of the source data so we can test the code more systematically rather than catching up on whoopsies like that.
