Add the GitHub username of the user that publishes an issue in issues

We don't currently store any information about which user published an issue. This isn't visible either in the GitHub issue nor the security tracker's own view. We should start tracking this information as it's useful to know who to ping for questions on open issues and as an accountability measure.
