New solar resource file page does not add downloaded weather files by default

Version of SAM built from develop opens with the warning "you have not added any weather files to your library"

With the beta I built for agrivoltaics, it adds the default "SAM downloaded weather files" folder but not other folders I've added manually. Ensure that release candidates/betas have our intended upgrade behavior for this variable.
