Fix archive functionality

The working group would like "archives" of the database taken at regular intervals.  There is already code in the codebase to handle the display of these archives, but the generation of them was never done.  Need to develop a mechanism by which these archives are generated, then re-enable the links that are displayed on the site (fertility and biography).
