Create a method to change file names in the Files and Folders section

Currently, users can change the entity names in the web editor, but aren't able to edit the file name itself after uploading it. We can create a function to change the file name.

To do this, we need to update the sysmeta of the file. And if there is a folder hierarchy, we also need to change the atLocation relationship in the resource map.

I believe there is already one utility, update_file_name or something along those lines in arcticdatautils but it only updates sysmeta.
