Coding standard enforcement for larch

We want to make sure each commits and contributors will have same set of coding standards i.e. consistency in formatting.

pre-commit hooks

We enforce the use of local pre-commit-hooks for anyone.
After setting up the larch repository locally, make sure you're under an isolated virtual environment

# create virtual env
python -m venv venv

# activate environment
source venv/bin/activate

# install pre-commit tool
pip install pre-commit

# install the pre-commit hook from the local configuration  .pre-commit-config.yaml
pre-commit install
