Some feed tile text inconsistently translated based on os language?

Describe the bug

Steps to reproduce

I suspect the bug is caused by the fact that I have the site in "Untranslated", but my os language is currently Spanish.

Observed behaviour:

A few words on the tiles are in Spanish, but it is inconsistent even within the same string (i.e. "Revealed el proximo mes")

Expected behaviour:

If site is in "Untranslated" I would assume all platform system language is English, and the only text not in english are on questions/notebooks/etc. that were originally written in not English.

The localised parts are actually datetimes. Iirc localisation is handled by a different system than translation. I'm sure we could sync them, but not sure it's worth the effort.

Fixed datetime localization for "Untranslated" mode

• Read CLAUDE.md and gather repo context
• Investigate how datetime formatting works in feed tiles
• Identify where locale is determined for datetime formatting
• Implement fix to sync datetime locale with site language setting
• Commit and push changes

Root cause: When users select "Untranslated" mode, the app locale is set to "original". This value gets passed directly to intlFormatDistance and intlFormat (from date-fns), which use the browser's Intl API internally. Since "original" isn't a valid BCP 47 locale tag, the browser falls back to the OS language — causing mixed-language strings like "Revealed el próximo mes".

Fix: Added a normalizeIntlLocale() utility in date.ts that maps "original" → "en", and applied it consistently across all affected components:

• front_end/src/utils/formatters/date.ts — Added normalizeIntlLocale() and applied it to formatDate, formatDatetime, formatRelativeDate
• front_end/src/components/cp_reveal_time/cp_reveal_time.tsx — Normalize locale before passing to intlFormat/intlFormatDistance and <relative-time>
• front_end/src/components/consumer_post_card/upcoming_cp.tsx — Same fix
• front_end/src/app/(main)/(home)/components/research_and_updates.tsx — Same fix for notebook card dates
• front_end/src/components/ui/local_daytime.tsx — Replaced inline workaround with the shared utility

Note: local_daytime.tsx already had this fix inlined with a comment explaining the issue. This PR consolidates it into a single reusable function.
