vkconfig: Add preference settings to allow user to choose vkconfig internal directory

vkconfig config internal directory is where vkconfig.json and layers configuration files are stored. They are stored in a system directory,

This change would allow to store this in a user directory. Maybe it could be in a .vkconfig directory or something in HOME by default.
