Task list for VK_KHR_extended_flags release

This extension adds new flag types and extending structures containing them for format feature, image create, and image usage flags.

The task list for the VK_KHR_extended_flags release is:

• Vulkan Specification:
• Conformance tests released:
• SDK released:
  • Validation layer: Add VK_KHR_extended_flags Vulkan-ValidationLayers#12403
• Vulkan Guide: Add VK_KHR_extended_flags chapter Vulkan-Guide#384

As each component is made public, the task will be checked off. When all tasks have been completed this issue will be closed and the extension will be fully released.

@marty-johnson59 I'm not sure how we manage tracking the various tasks, but assigning to you for guidance.

Ziga will make the PR for VVL and I can check if off here when merged

after that, I want to write a Guide article with what I mentioned in the operation tracker around just giving some "how/why we have 3 or 4 of the same functions" so people (or their favorite LLMs) can find them and know they might not need them 100% of the time to do what they are doing
