Need to better define how various types of comboboxes should render

From built-in select, to combobox expanded, collapsed, multiple, etc, JAWS and NVDA behavior is somewhat inconsistent. Do we want to make the options available in item mode if visible? Should we not? We need to define the behavior and then implement and create test cases to match.
