Include organisation reference advisories

IATI CoVE Organisation Reference check

With IATI CoVE, we put in place (in 2021) a function that checks the organisation references in a dataset

Hence, on an submitted data, we provide an Organisation references section in the results, that does three things:

• lists our organisation references (and their instances in the submitted data) that do not have a recognised prefix from org-id
• lists specific organisation references that match those registered by IATI reporting-orgs (the source here is the code4IATI list)
• lists prefixes that are valid in terms of being registered on org-id

A good publisher to check is the FCDO - eg https://dashboard.iatistandard.org/datasets/fcdo-set-1/

To note - the specific org reference check is limited to the reporting-org list, as we dont have a definitive list of all org references (State of teh Data work did progress that, however)

Why is this useful for the IATI Validator?

We know organisation references are key to traceability and such issues. Right now, we provide no feedback to publishers

The IATI Dashboard has some info on this - but that is rather impenetrable (I will raise an issue on this, too)

What would be needed for the IATI Validator?

• The validator observes rules - so these would need to be written, classified as "Advisory"
• We may chose to just look at the prefixes from org-id to start with, to declare those references that have, or do not have, a recognised one
• One reason we also included the reporting-org references was that some early publishers (eg World Bank : 40004) still maintain an org reference that is not prefixes
