Add auto-release support for grpc-gcp module #83
Description
To be consistent with other GCP repos, we should enable auto release for grpc-gcp using release-please.
However the current release-please only supports project that use repo root as the project directory, so we would need to add the sub-folder support for release-please before we can enable auto-release.
