Add ability throughout microservices to "tag"/"flag" records as "not allowed to be cleaned / anonymized"

Use Case: There are times when data should not be cleaned because of other factors: active audits, investigations, special considerations, etc.

So there should be a field on microservices entities that mark the record(s) as un-cleanable / not allowed to be anonymized.
