Description of problem:

The test scenario unowned_dir.fail fails when using SCE.

master as of ebf9917

Operating System Version:

RHEL 8.10 and 10.2

Steps to Reproduce:

Run per-rule/oscap/from-env scan with RULE=no_files_or_dirs_ungroupowned variable set

Actual Results:

The scenario fails.

Expected Results:

All scenarios pass.
