[Bug] [ZZZ]: Past Resources being download on update while using Preload package

Bug Behavior

Launcher should have the past resources blacklisted when updating using the pre-download resources

Expected Behavior

Launcher should skip the past resources on update.

Steps to reproduce

1. Update ZZZ using the predownload resources
2. Check the globe icon for any network activities
