What this PR does

add new LLM provider to support Bailing models from Ant Group

Resolves #11466

Why we need it and why it was done in this way

The main models are Ling-1T and Ring-1t, and they are good at math and coding.
The vendor provides 1 billion free tokens per month.
They are compatible with the OpenAI chat completion and Anthropic protocols.
I think it deserves more people to try it out
