Create Code of Conduct

We need to create a Code of Conduct that covers expectations and standards for both contributors and reviewers across all repos especially since we are having external contributors

Contributors

• Expected behavior and communication standards
• Respectful collaboration practices
• Reporting concerns
• Community standards

Reviewers

• Expectations for respectful, constructive feedback
• Review etiquette and professionalism
• Handling disagreements and escalation paths
