Add possibility to optimise speed for the GA

Objective:
Allow for

1. route and speed optimisation
2. route optimisation with constant speed
3. speed optimisation for fixed route

via a config variable. With this enhancement several new use cases can be covered.

Quality goals:

• no unnecessary code doublings
• reproducibility of results with former code version and settings

Steps:

• Add speed to all chromosomes and reproduce previous results with old software version
• add objective with respect to window for arrival time
• add mutation and crossover operators for manipulating the speed

@sanjana2505006 To me, It appears to be a feature request to allow optimizing vessel speed in the Genetic Algorithm used by the WeatherRoutingTool.
